The GPC is a BMA committee with authority to deal with all matters affecting NHS GPs. It represents all doctors in general practice, whether they are independent contractors or salaried, principals or non-principals, working under Part II or Part I of the NHS Acts and whether or not they are a member of the BMA.

The committee is recognised as the sole negotiating body for general practice by the Department of Health and is represented in negotiations with ministers and civil servants by a team of five GPs who draw upon their day-to-day experience of general practice and are assisted by full-time expert advisers. The team is supplemented by other GPC members and legal, accountancy and other specialist advice as and when necessary.

The GPC has 82 members, of whom 44 are directly elected representatives of regional constituencies. It meets monthly and much of its work is done by subcommittees and task groups. It is represented on most national bodies concerned with health, providing an essential medical input. The Welsh and Scottish GPCs are subcommittees of the national GPC, but have autonomy on NHS matters exclusive to their countries. The Northern Ireland GPC is autonomous of the GPC but has close working relations with it.

The GPC's policy-making procedures operate on an annual cycle. It sends all GPs a report of its work every March. Individual GPs can influence policy through their LMCs which consider the report and submit motions to the annual conference of LMC representatives held in June. This conference, comprising more than 300 GPs appointed by LMCs, is the profession's principal policy-making body. Those motions which are approved by conference are referred to the GPC to implement. This democratic process gives credibility to the GPC's day-to-day activities as the representative voice of all NHS GPs.

Every part of the UK has at least one spokesperson on the GPC; a doctor working in practice who can represent its problems and express its views on issues affecting negotiations for GPs as a whole.
